Manufacturers and Importers

Those who introduce products in packaging covered by the deposit-refund system play a key role in building the deposit-refund system

Who is subject to the obligation?
The obligation to participate in the deposit-refund system applies to anyone introducing products in the following beverage packaging to the market:
· Single-use plastic bottles with a capacity of up to 3 liters
· Reusable glass bottles with a capacity of up to 1.5 liters

Using recycled content in packaging From 2025, producers will also be required to ensure that single-use plastic bottles contain at least 25% recycled content. From 2030, the minimum recycled content will increase to 30%.

Financing the deposit-refund system

In accordance with the principle of extended producer responsibility (EPR), companies marketing beverages in packaging covered by the deposit-refund system will finance the deposit-refund system. This means that once this mechanism comes into effect, producers will bear the costs associated with, among other things, the collection, disposal, and transport of packaging and waste, as well as maintaining records and settling deposits.

Appropriate product labeling

Producers are required to include a label on the packaging indicating that the packaging is covered by the universal deposit-refund system. A labeling template is available on the Ministry of Culture and Environment website: Labeling of packaging in the deposit-refund system – Ministry of Climate and Environment – Gov.pl Portal

Data Collection and Transfer

The Introducer is obligated to provide the Representing Entity with the data necessary to fulfill its obligations related to the deposit-refund system, including information on all packaging covered by the system that it has introduced into circulation in a given calendar year.
